State Board of Education must adopt rules within 90 days establishing safety standards for construction of new public and nonpublic school facilities.

Safety standards shall include at least six design provisions: surveillance video, entryway metal detectors, direct classroom entrance and exit routes, classroom-to-office communication systems, panic buttons for law enforcement notification, and threat containment barrier systems.

New schools must include at least two of the six safety enhancements, with option to include more than two.

Ohio School Facilities Commission must amend its construction and design standards within 180 days to comply with the State Board's adopted safety standards.

Commission shall also consider educational delivery trends, teacher training space, teacher collaboration areas, parent involvement space, and health/social service partnerships when reviewing classroom facility construction projects.
