Amends Ohio Revised Code section 2923.122 to allow concealed handgun licensees to possess handguns in school safety zones under specific conditions.

Permits handgun possession in school safety zones when the licensee does not enter school buildings or premises, holds a valid concealed handgun license, and complies with federal law (18 U.S.C. 922(q)(2)(B)).

Allows handgun possession by drivers or passengers in vehicles while picking up or dropping off persons, documents, or items, provided the handgun remains in the vehicle and the vehicle is locked if the person exits.

Maintains prohibitions on conveying deadly weapons or dangerous ordnance into school safety zones and possesses firearm-like objects indistinguishable from firearms, with exceptions for law enforcement and authorized school personnel.

Establishes criminal penalties ranging from first-degree misdemeanor to fifth-degree felony for violations, with enhanced penalties for repeat offenders and driver's license suspensions for offenders under age nineteen.
