Eliminates the 500-employee minimum requirement for private sector employers and boards of county commissioners to obtain self-insuring status for sports facility construction projects

Allows state fund employers to charge workers' compensation claims likely to be subrogated by third parties to the surplus fund account rather than to the employer's experience

Creates new section 4123.932 establishing criteria for charging motor vehicle accident claims to the surplus fund when a third party is cited and carries insurance or uninsured/underinsured motorist coverage

Requires self-insuring employers and professional employer organizations resuming state fund premiums after lease termination to submit payroll, claim costs, and other records to the Administrator of Workers' Compensation within 14 days

Applies to claims arising on or after July 1, 2017, self-insuring employers returning to the state fund on or after January 1, 2017, and professional employer organization lease terminations on or after January 1, 2017
