Creates a "Street Rod" license plate that vehicle owners can apply for through the motor vehicle registrar, available for passenger cars, noncommercial motor vehicles, recreational vehicles, and other registrar-approved vehicle classes.

Street rod license plates must be inscribed with words and markings selected and designed by the Western Reserve Historical Society and approved by the registrar, plus county identification stickers.

Owners must pay the regular license tax, applicable motor vehicle taxes, a $10 bureau administrative fee, and a $15 contribution per registration or renewal to obtain street rod plates.

The $15 contribution from street rod registrations is deposited into the license plate contribution fund created under section 4501.21, which distributes funds to various charities and organizations.

The $10 administrative fee goes to the state bureau of motor vehicles fund to compensate for additional services required to issue the special plates.
