Enacts section 153.75 of the Revised Code to restrict public authorities from preferencing particular piping materials in state-funded projects.

Defines "public authority" to include the state, counties, municipal corporations, water/sewer districts, school districts, and other political subdivisions and public agencies.

Defines "suitable piping material" as material meeting or exceeding standards from the American Society for Testing and Materials or American Water Works Association and meeting project specifications.

Prohibits public authorities from preferencing one type of suitable piping material over another in water, wastewater, or stormwater projects funded in whole or in part with state funds unless sound engineering practices justify the preference.
