Prohibits engaging in, being employed at, or profiting from cockfighting, bearbaiting, or pitting animals against one another, with expanded restrictions on wagering, admission charges, possession of fighting-enhancement devices, and presence of minors at such events.

Establishes that knowingly witnessing animal fighting events when violations are occurring constitutes aiding and abetting.

Classifies violations of the new restrictions in Section 959.15(B) and (C) as felonies punishable by fines up to $10,000, significantly increasing penalties from previous misdemeanor classifications.

Maintains existing fourth-degree misdemeanor penalties for violations of Section 959.15(A) related to animal training or possession for fighting purposes.

Repeals existing sections 959.15 and 959.99 of the Revised Code and replaces them with the amended versions establishing the enhanced penalties.
