Defines "drone" as an unmanned aircraft that uses aerodynamic forces for lift and can fly autonomously or be piloted remotely.

Prohibits operating drones above 400 feet within five miles of airports with control towers, three miles of airports with published instrument flight procedures but no tower, two miles of other airports, or two miles of heliports with published instrument flight procedures.

Establishes illegal drone operation as a first-degree felony with mandatory minimum fine of $10,000, with enhanced penalties including 3-6 years imprisonment and $10,000-$20,000 fine if operation causes pilot to take evasive action, or 7-11 years imprisonment if drone causes midair collision.

Requires retail drone sellers to record purchaser names and addresses, retain records for three years, and provide written information about state drone laws and penalties with each purchase.

Makes violation of retail seller recordkeeping requirements a first-degree misdemeanor; authorizes director of public safety to adopt rules governing how records are maintained and the form of required written information.
