Creates a new Department of Grants and Philanthropic Gestures as an administrative department, adding it to the list of state departments under Ohio Revised Code Section 121.02.

Establishes a director of grants and philanthropic gestures to be appointed by the governor with senate consent, making the position subject to removal at the governor's pleasure.

Requires the department to assemble and provide public information about available grants and philanthropic assistance from state, federal, and private sources for Ohio residents.

Authorizes the department to solicit private donations for grants and assistance related to economic development, health, safety, and morals, and to identify and remove barriers to business entry.

Creates the "gifts and grants fund" in the state treasury to receive and manage donations, and allows the department to hire consultants and maintain a public registry of independent contractors.
