• Creates new offense of "engaging in criminal activity through use of a drone," classified as an unclassified felony, prohibiting commission of specified crimes by using a drone or directing another person's use of a drone.

• Defines "drone" as a powered aerial device without human operator that uses aerodynamic forces for lift and can fly autonomously or be remotely piloted.

• Applies to 21 specified offenses including aggravated murder, rape, arson, robbery, burglary, aggravated rioting, and related crimes.

• Imposes strict liability for drone-facilitated crimes while maintaining culpability requirements of the underlying offense; mandatory fine required within range established for the underlying offense.

• Mandates criminal forfeiture of any drone used in violation of this section to the state in accordance with Chapter 2981.

• Exempts lawfully authorized government employees and agents acting in official capacity from prosecution under this section.
