Amends Ohio Revised Code sections related to licensing and regulation of chemical dependency counselors and alcohol/drug prevention services professionals.

Expands definition of "health care professional" in Section 2305.234 to include independent chemical dependency counselors-clinical supervisors, independent chemical dependency counselors, chemical dependency counselors III and II, counselor assistants, prevention specialists, and registered applicants when acting within their scope of practice.

Modifies Section 4757.41 to clarify that individuals holding licenses or certificates under Chapter 4758 may practice chemical dependency counseling or prevention services without being subject to Chapter 4757 licensing requirements.

Renames two prevention-related certificates: prevention specialist I certificate becomes "prevention specialist certificate" and prevention specialist II certificate becomes "prevention consultant certificate," effective immediately upon enactment with existing certificates remaining valid until expiration.

Updates Chapter 4758 provisions to delegate specific hour requirements and training standards to the Chemical Dependency Professionals Board through administrative rules rather than prescribing fixed amounts in statute.
