Creates the Community Programs Fund to support halfway house programs, reentry centers, community-based correctional facilities, transitional control programs, and probation improvement grants under the Department of Rehabilitation and Correction.

Amends the Adult and Juvenile Correctional Facilities Bond Retirement Fund to allow the Director of Budget and Management to transfer funds to departments of Rehabilitation and Correction or Youth Services after receiving bond counsel opinion that transfers will not adversely affect tax-exempt bond status.

Authorizes the sale of four state-owned facilities through sealed bid or public auction: property in Toledo (Lucas County), a property in Massillon to Quest Recovery and Prevention Services for $150,000, the North Central Correctional Institution in Marion (257 acres), and the Turtle Creek Center halfway house in Lebanon (Warren County).

Requires proceeds from facility sales to be deposited into the Adult and Juvenile Correctional Facilities Bond Retirement Fund for bond redemption, with remaining funds transferred to the General Revenue Fund.

All property conveyances expire three years after the bill's effective date and are conveyed "as-is, where-is, with all faults" condition.
