Prohibits health care professionals (nurses, physicians, psychologists, counselors, social workers, and marriage/family therapists) from engaging in sexual orientation change efforts when treating minor patients under 18 years of age.

Defines "sexual orientation change efforts" as practices seeking to change a person's sexual orientation, gender identity, gender expressions, or reduce same-gender attractions or romantic feelings.

Allows mental health professionals to provide gender transition support, acceptance and understanding, sexual orientation-neutral interventions to address unlawful conduct or unsafe practices, and counseling that does not seek to change sexual orientation.

Grants state licensing boards authority to impose sanctions including suspension, revocation, or refusal to issue or renew licenses for violations of this prohibition.

Applies to five licensing boards: board of nursing, state medical board, state board of psychology, and the counselor/social worker/marriage and family therapist board.
