Requires health insurers, sickness and accident insurers, and public employee benefit plans to provide access to abuse-deterrent opioid analgesic drug products in their drug formularies or covered drug lists.

Prohibits prior authorization requirements and utilization review measures for abuse-deterrent opioid products from being more restrictive than those for non-abuse-deterrent opioids, and prevents requiring trial of non-abuse-deterrent products first.

Mandates that insurers and Medicaid apply prior authorization requirements for opioids prescribed for chronic pain, except for hospice patients, terminal patients, or cancer patients, considering factors like treatment duration exceeding 90 days and morphine equivalent daily doses exceeding 80 milligrams.

Prevents insurers and Medicaid from penalizing prescribers for either prescribing abuse-deterrent opioid products or deciding not to prescribe any opioid products when measuring prescriber performance or quality of care.

Applies to health insurance policies, Medicaid coverage, and multiple employer welfare arrangements created or renewed on or after January 1, 2017.
