Expands regulation of abortion-inducing drugs by renaming section 2919.123 to 2919.201 and creating new sections 2919.202-2919.208 to establish comprehensive requirements for physicians providing abortion-inducing drugs.

Requires physicians to personally examine the pregnant woman, record gestational age, provide drug labeling and emergency contact information, and obtain signed certification before dispensing abortion-inducing drugs.

Mandates physicians either maintain admitting and surgical privileges at a local hospital or have a signed contract with another physician who does to provide emergency care for complications.

Establishes criminal penalties of fourth degree felony for unlawful distribution of abortion-inducing drugs, elevated to third degree if the person has prior convictions for related offenses, with enhanced sanctions for professionally licensed persons.

Provides civil remedies allowing women to sue for actual and punitive damages if abortions are performed in violation of these requirements, with courts required to protect privacy through closed proceedings and use of initials or pseudonyms.
