Increases judicial salaries for supreme court justices, appellate judges, common pleas judges, and municipal court judges effective January 1, 2016, with annual cost-of-living adjustments through 2029, then frozen at 2029 levels starting 2030.

Raises compensation for county elected officials (auditors, treasurers, sheriffs, clerks, recorders, commissioners, prosecutors, engineers, coroners) by 12% in calendar year 2015, then annual adjustments of the lesser of 3% or consumer price index increases from 2017-2029.

Increases township trustees' per diem rates and township fiscal officers' salaries by 12% in calendar year 2015, with annual cost-of-living adjustments from 2017-2029.

Increases board of elections members' compensation by 12% in calendar year 2015, with annual adjustments from 2017-2029 equal to the lesser of 3% or the consumer price index percentage increase.

Appropriates $12 million for each fiscal year 2016-2017 from the General Revenue Fund to reimburse counties and townships for salary increases, plus $4.6-12.6 million for judicial salary increases.
