Designates April as "Respect Your Date Month" to increase public awareness of dating violence, domestic violence, sexual assault, stalking, and rape on college campuses.

Requires each state institution of higher education to adopt a policy addressing dating violence, domestic violence, sexual assault, stalking, and rape, including procedures for reporting incidents and investigating and responding to them.

Mandates institutions describe consequences and disciplinary proceedings for violations in their policies and maintain records of all reported incidents.

Requires institutions to distribute the policy to all enrolled students within one year of the effective date and post copies in multiple prominent campus locations, with particular emphasis during April.

Defines "dating violence," "domestic violence," "sexual assault," and "stalking" using the Violence Against Women Act definitions, defines "rape" as a violation of Ohio Revised Code section 2907.02, and establishes "consent" per federal military justice standards.
