Amended Substitute House Bill 277 Summary

• Amends section 5705.19 of the Revised Code to allow counties, townships, and municipal corporations to impose a 9-1-1 system levy only in the portion of the subdivision that would be served by the 9-1-1 system.

• Requires the taxing authority to describe the area served or to be served by the 9-1-1 system in the resolution and specify that the tax would be imposed only in areas receiving or to receive service.

• Directs the board of elections to submit the tax levy question only to electors residing in the area or areas where the tax would be imposed, rather than the entire subdivision.

• Provides that if the 9-1-1 system would serve the entire subdivision, the resolution shall not exclude territory from the tax levy.

• Declares the act an emergency measure to prevent delays in the renewal of county 9-1-1 system levies and makes it effective immediately upon passage.
