Enacts section 2.01 of the Ohio Revised Code to adopt the Compact for a Balanced Budget, a multi-state agreement to coordinate state applications to Congress for a constitutional convention limited to proposing a balanced budget amendment.

Establishes a Compact Commission with three initial members (one appointed by each of the first three member states) to oversee convention logistics, coordinate state obligations, and defend the compact in legal proceedings.

Defines a specific Balanced Budget Amendment requiring total federal outlays not exceed total receipts unless financed by debt, with authorized debt initially set at 105 percent of outstanding debt on the amendment's effective date and any increases requiring approval by a simple majority of state legislatures.

Restricts convention delegates to one per member state (the sitting chief executive officer), limits their authority solely to proposing or rejecting the balanced budget amendment under specified convention rules, and makes all actions in violation of the compact void.

Declares the act an emergency measure and terminates the compact seven years after the first state enacts it if the balanced budget amendment has not been ratified by three-fourths of state legislatures.
