Amends section 3101.08 of the Revised Code to allow ordained or licensed ministers and religious societies to refuse solemnizing marriages that conflict with their sincerely held religious beliefs.

Permits religious societies to prohibit use of their buildings or property to host marriage ceremonies that do not conform to the society's sincerely held religious beliefs.

Provides immunity from civil or criminal liability for ordained or licensed ministers and religious societies who refuse to solemnize marriages or deny use of facilities based on religious beliefs.

Prohibits the state and political subdivisions from penalizing or withholding benefits, governmental contracts, grants, or licenses from ministers or religious societies for such refusals.

Designates the legislation as the "Ohio Pastor Protection Act."
