Requires the Director of Development Services to establish a youth summer jobs pledging initiative to increase summer employment opportunities for high school and college youth in Ohio.

Directs the agency to identify and compile employment opportunity pledges by the last day of February each year and create a searchable database on its public website with employer contact information accessible to youth.

Requires the agency to publicize the summer employment opportunity database in a manner that targets high school and college youth across the state.

Mandates inclusion of an anonymous survey form asking youth "What do you dream about doing with your first paycheck?" with compiled annual responses submitted to legislative leaders by December 31st each year.

Requires the Director of Development Services to separately account for program costs and submit itemized accounting by December 31st annually to the Director of Job and Family Services for reimbursement using federal Workforce Investment Act or Workforce Innovation and Opportunity Act funds reserved for youth statewide activities.
