Creates the Home Accessibility Grant Program administered by the Director of Development Services to provide grants for residential accessibility improvements and universal visitability.

Provides grants covering 50% of renovation costs (maximum $5,000) for existing residences and grants up to $5,000 for purchase or construction of new accessible residences.

Allocates $1,000,000 annually in total grant funding: $600,000 for existing home renovations and $400,000 for new home purchases or construction.

Excludes rental properties from eligibility and prohibits grants for transactions between family members or related pass-through entities.

Appropriates $1,000,000 for fiscal year 2016 and $1,000,000 for fiscal year 2017 from the General Revenue Fund.
