Enacts section 3701.034 of the Ohio Revised Code to prohibit the Ohio Department of Health from using state and federal funds to perform, promote, or contract with entities that perform or promote nontherapeutic abortions.

Applies funding restrictions to grants and programs including Violence Against Women Act funds, Breast and Cervical Cancer Mortality Prevention Act funds, infertility prevention projects, minority HIV/AIDS initiatives, personal responsibility education programs, and all state funds for infant mortality reduction initiatives.

Defines "affiliate" to include entities with common ownership, management, control, franchise agreements, or brand licensing arrangements with abortion providers, extending the funding restrictions to affiliated organizations.

Authorizes the Medicaid Director to allow local health departments and WIC clinics to determine presumptive eligibility for pregnant women and children, with uniform criteria to be established within 180 days.

Allocates $250,000 in fiscal year 2016 from the Mothers and Children Safety Net Services appropriation to the Ohio Association of Community Health Centers for safe sleep, birth spacing, and smoking cessation initiatives.
