Requires the Department of Administrative Services to establish a high deductible health care plan as an option for state employees and elected officials, with both individual and family coverage available.

Mandates that the state's premium contribution for the high deductible plan shall be less than what the state would contribute for a standard deductible plan under existing law.

Requires employees selecting the high deductible plan to establish a health savings account qualifying under federal tax code section 26 U.S.C. 223.

Directs the state to deposit monthly into each employee's health savings account an amount equal to 80 percent of the cost difference between what the state would pay for a standard plan versus the high deductible plan selected.
