Includes certain nonteaching employees of the University of Akron in the Public Employees Retirement System (PERS) membership, specifically those initially employed on or after the bill's effective date and those reemployed after a break of at least 12 months.

Retroactively extends eligibility for Volunteer Peace Officers' Dependents Fund benefits to surviving spouses and dependent children of volunteer peace officers killed in the line of duty between January 1, 2012 and December 22, 2015, if the Director of Commerce determines initial premiums are sufficient.

Establishes a $300 monthly disability benefit from the Volunteer Peace Officers' Dependents Fund for volunteer peace officers totally and permanently disabled on or after December 22, 2015 as a result of duty.

Requires death benefit claimants to file claims with supporting documentation including proof of the officer's death or disability, and to certify they do not qualify for other law enforcement-related retirement benefits.

Makes University of Akron and other universities subject to obligations under Chapter 145 of the Revised Code regarding PERS membership.
