Amends section 4501.21 and enacts section 4503.873 of the Ohio Revised Code to create "Brecksville-Broadview Heights City Schools" license plates.

Vehicle owners and lessees may apply for the special license plates by paying a $30 contribution per registration or renewal, plus regular license tax, motor vehicle tax, and a $10 administrative fee.

Contributions collected are deposited into the license plate contribution fund and distributed to the Brecksville-Broadview Heights city school district to fund student mental and emotional well-being services, including bereavement counseling, defensive driving instruction, sensitivity training, and bullying/drug abuse/suicide prevention education.

The school district must ensure any hired charitable organizations are tax-exempt under Internal Revenue Code section 501(c)(3) and cannot use contributions for any other purpose.

Investment earnings from the license plate contribution fund are distributed annually to recipient entities proportionate to their previous year's contributions from the fund.
