Creates a "Cleveland St. Ignatius High School" license plate, allowing vehicle owners to apply for registration with these special plates through the Ohio registrar of motor vehicles.

Establishes a $30 contribution fee per registration and renewal, collected by the registrar and deposited into the license plate contribution fund created under section 4501.21.

Requires St. Ignatius High School to use 50% of contributions received for tuition assistance to students and the remaining 50% for student mental and emotional well-being services including bereavement counseling, defensive driving instruction, bullying prevention, and drug abuse education.

Amends section 4501.21 to add section 4503.87 to the list of sections whose contributions feed into the license plate contribution fund.

Includes a $10 administrative fee per plate issuance to compensate the bureau of motor vehicles for additional services required.
