Creates a "Lakewood St. Edward High School" license plate that vehicle owners may apply for with the registrar of motor vehicles.

Requires a $30 contribution per registration and renewal, plus a $10 administrative fee, with contributions directed to the license plate contribution fund.

Mandates St. Edward High School use 50% of contributions for tuition assistance and 50% for student mental health and emotional well-being services including bereavement counseling, defensive driving instruction, and prevention education.

Adds section 4503.874 to the Revised Code and amends section 4501.21 to include the new license plate in the license plate contribution fund framework.
