Creates "Solon City Schools" license plates available for passenger cars, motorcycles, recreational vehicles, and other motor vehicles approved by the registrar.

Requires a $30 contribution per application and registration renewal, collected by the registrar and paid into the license plate contribution fund for Solon City School District.

Directs Solon City School District to use contributions for student mental and emotional well-being services including bereavement counseling, defensive driving instruction, sensitivity training, and counseling on bullying, dating violence, drug abuse, suicide prevention, and human trafficking.

Imposes a $10 bureau of motor vehicles administrative fee on each plate registration to compensate for additional services required in issuing the plates.

Amends section 4501.21 to add the new "Solon City Schools" license plate (section 4503.871) to the list of special license plate programs that contribute to the state's license plate contribution fund.
