Creates "Mayfield City Schools" specialty license plates that owners can apply for when registering their vehicles.

Requires a $30 contribution per registration and renewal, with funds deposited into the license plate contribution fund to benefit the Mayfield City school district.

Mandates the school district use contributions for student mental and emotional well-being services, including bereavement counseling, defensive driving instruction, sensitivity training, and education on bullying, dating violence, drug abuse, suicide prevention, and human trafficking.

Requires the school district to hire only charitable organizations exempt under Internal Revenue Code section 501(c)(3) and prohibits using funds for any other purposes.

Adds section 4503.872 to the Revised Code to establish the regulatory framework for the specialty plates, including design approval by the registrar and county identification stickers.
