Creates the Ohio Coordinating Committee to End Homelessness with 13 members including representatives from the Governor's office, state agencies (housing finance, job and family services, rehabilitation and correction, health), and 8 general assembly members (4 from House, 4 from Senate, with bipartisan representation).

Committee members designated by the Governor may also include representatives from local governments, housing authorities, law enforcement, and federal/private agencies serving homeless populations, persons with mental illness, elderly, single-parent families, substance abusers, and persons with disabilities.

Committee shall fund emergency housing, self-sufficiency programs, employment training, and treatment programs with priority given to homeless persons with mental illness and families with children, while ensuring cost-effective service delivery.

Establishes the Marsha Donner Homeless Fund to receive appropriations, grants, gifts, and private contributions, with funds limited to 3% for administrative costs and 2% for marketing/solicitation.

Appropriates $1,000,000 for fiscal year 2016 and $1,000,000 for fiscal year 2017 from the General Revenue Fund to the Marsha Donner Homeless Fund, with committee required to submit annual reports beginning one year after enactment.
