Creates "North Royalton City Schools" license plates that vehicle owners and lessees can apply for through the registrar of motor vehicles.

Requires a $30 contribution per registration and renewal, plus a $10 administrative fee, with contributions deposited into the license plate contribution fund.

Directs all contributions from this license plate to the North Royalton city school district to fund student mental and emotional well-being services, including bereavement counseling, defensive driving instruction, sensitivity training, and counseling on bullying, dating violence, drug abuse, suicide prevention, and human trafficking.

Allows the school district to hire charitable organizations exempt under 501(c)(3) of the Internal Revenue Code to provide services and to fund faculty training in delivering these services.

Amends section 4501.21 to include the new license plate contribution in the license plate contribution fund alongside existing specialty plate programs.
