Creates "Orange City Schools" license plate available to owners and lessees of passenger cars, motorcycles, commercial vehicles, and other motor vehicles approved by the registrar of motor vehicles

Requires a $30 contribution per application for registration or renewal, paid into the license plate contribution fund to benefit the Orange City school district

Orange City school district must use contributions to fund student mental and emotional well-being services, including bereavement counseling, defensive driving instruction, sensitivity training, and education on bullying, dating violence, drug abuse, suicide prevention, and human trafficking

Plates must display county identification stickers and words/markings selected by Orange City school district and approved by the registrar

Applicants must pay standard license tax, motor vehicle tax, $10 administrative fee, and the $30 contribution to obtain the plates
