Creates "University of Notre Dame" license plates in Ohio that vehicle owners can apply for through the registrar of motor vehicles.

Establishes a $30 contribution per registration and renewal, paid into the license plate contribution fund, with a $10 administrative fee also collected.

Directs the registrar to pay contributions received from Notre Dame license plates to the University of Notre Dame in South Bend, Indiana for scholarships to Ohio residents, with no more than 20% of funds used for program administration.

Amends section 4501.21 to add the new license plate section (4503.514) to the list of contribution sources for the license plate contribution fund and establishes procedures for distribution of funds to various organizations.

License plates shall bear university-selected words and markings approved by the registrar, with county identification stickers identifying the registration county.
