Allows biological parents to correct or expand social and medical histories at any time, including after adoption is finalized or after the adopted person reaches adulthood, through the assessor, court, or department of health.

Permits biological parents to submit a name redaction request form to have only their name removed from adoption file contents, while leaving all other information including address, birth name of adopted person, and information about other biological parents intact.

Establishes procedures for adopted persons and their adoptive parents to request notification when social or medical histories are corrected or expanded, with courts maintaining records of these notification requests.

Clarifies that adoption file contents include contact preference forms, name redaction request forms, and social and medical histories maintained by the department of health, and specifies limited circumstances when the department may open and access sealed adoption files.

Requires the department of health to send corrected copies of previously distributed adoption file contents within 90 days if redactions were improper or blank social and medical history forms were omitted from prior mailings.
