Amends section 3317.022 of the Revised Code to require each city, local, and exempted village school district receive per-pupil state funding at least equal to the statewide per-pupil amount paid for chartered nonpublic schools in Auxiliary Services funds and administrative cost reimbursement.

Adds division (A)(13) to the school funding formula to calculate additional funds by comparing the statewide per-pupil amount paid to chartered nonpublic schools against each district's current funding level, with districts receiving 50% of the calculated difference in fiscal year 2016 and the full amount thereafter.

Defines "statewide per pupil amount paid for chartered nonpublic school students" as the combined per-pupil amounts paid under sections 3317.06 and 3317.063 of the Revised Code for the current fiscal year.

Appropriates $21,000,000 for fiscal year 2016 and $41,000,000 for fiscal year 2017 from the General Revenue Fund to pay school districts the additional funds calculated under the new funding provision.
