Requires Ohio's Environmental Protection Agency to develop a state plan governing carbon dioxide emissions from existing power plants in compliance with federal EPA rules (EPA-HQ-OAR-2013-0602).

Mandates the EPA conduct at least four public hearings in different state locations, examine witnesses and documents, accept written testimony, and prioritize the plan using a least-cost compliance approach to benefit electricity consumers.

Requires the EPA to submit the state plan to both chambers of the General Assembly as a resolution at least 100 days before June 15, 2016, and each chamber must approve or disapprove within 20 days.

If either chamber disapproves, the EPA must modify the plan and resubmit within 60 days; if the General Assembly fails to vote by the deadline, the plan is deemed approved and may be submitted to the federal EPA.

Declares the act an emergency measure effective immediately to ensure timely submission of the carbon dioxide emissions plan to protect the health and safety of Ohio citizens.
