Increases the annual manufacturing limit for A-3a permit holders from 10,000 to 100,000 gallons of spirituous liquor per year.

Allows A-3a permit holders to obtain an A-1-A permit to sell beer and intoxicating liquor at retail by the individual drink.

Establishes a 200-foot distance requirement for A-3a permit holders seeking an A-1-A permit, compared to the one-half mile requirement for A-1, A-1c, and A-2 permit holders.

Permits the Division of Liquor Control to issue A-1-A permits to A-3a permit holders if beer and intoxicating liquor sales are authorized in the election precinct where the A-3a permit is located.
