Repeals sections 9.04 and 3901.87 of the Revised Code that prohibit abortion coverage in health insurance plans purchased through the federal health insurance exchange and in policies offered to public officers and employees.

Amends section 3727.60 to redefine "nontherapeutic abortion" as an abortion performed when the mother's life would not be endangered if the fetus were carried to term or when the pregnancy did not result from rape or incest, removing the reference to section 9.04.

Amends section 5101.57 to update the definition of "nontherapeutic abortion" to reference section 3727.60 instead of section 124.85 of the Revised Code.

Maintains existing prohibitions on public hospitals and public facilities from entering into transfer agreements related to nontherapeutic abortions and from performing or inducing nontherapeutic abortions.
