Classifies a violation of the new breathing/circulation restriction as a felony of the third degree, with mandatory prison terms required in most cases.

Increases penalties when the offender knew the victim was pregnant at the time of the violation, requiring mandatory prison sentences.

Establishes that prosecution does not require proof that the victim suffered physical harm, serious physical harm, or visible injury for breathing/circulation violations.

Provides an affirmative defense if the act was done as part of a medical or other procedure undertaken to aid or benefit the victim.
