Modifies the definition of "nonemergency medical service organization" to clarify it transports individuals who are medically fragile and may use wheelchairs or other mobility aids in non-emergency circumstances

Updates licensing requirements in section 4766.04 to require licensure for organizations transporting persons who are medically fragile, with language changes to replace references to wheelchair confinement with medically fragile status

Repeals existing sections 4766.01 and 4766.04 of the Revised Code in their entirety
