Ohio enacts the Compact for a Balanced Budget, a multi-state agreement to coordinate state efforts in calling a federal constitutional convention limited to proposing a balanced budget amendment.

The proposed Balanced Budget Amendment requires federal spending not to exceed receipts unless financed by debt, with authorized debt initially set at 105% of outstanding debt and increases requiring state legislature approval.

Establishes a Compact Commission with three initial unpaid members (one per early member state) to oversee operations, appoint an administrator, and coordinate the convention when Congress calls it.

Each member state appoints one delegate to attend the convention, which is restricted to introducing and voting on only the Balanced Budget Amendment, with all proceedings governed by specified convention rules and parliamentary procedures.

The compact terminates if the Balanced Budget Amendment is ratified, or automatically dissolves seven years after the first state joins if the amendment has not been ratified by then.
