Requires city, exempted village, and local school districts to employ at least 5 full-time equivalent educational service personnel per 1,000 students in the regular student population.

Required positions must be filled from at least 5 of the following 9 categories: school counselor, librarian or library media specialist, school nurse, technology instructor, school social worker, instructor for limited English proficient students, elementary school art teacher, elementary school music teacher, or elementary school physical education teacher.

Defines "regular student population" as the formula average daily membership (ADM) plus certain enrolled students, minus specific exclusions including students in joint vocational school districts and other specialized enrollment categories.
