Authorizes law enforcement officers of township police districts and joint police districts, and township constables serving populations of 50,000 or less to make arrests for motor vehicle violations on national highways that are not part of the interstate highway system.

Officers in townships with populations greater than 50,000 retain authority to make arrests on all state highways, including interstate highways and other national highway system roads.

Fine distribution remains with county treasury for violations on interstate highways or national highway system roads, except one-half of fines from township constables and police officers go to township treasury for other violations.

Amends sections 4513.35 and 4513.39 of the Revised Code regarding arrest authority and fine allocation for motor vehicle violations on state and national highways.
