Amends sections 5.04 and 5.10 of the Revised Code to add a representation of the Wright Brothers' first piloted airplane flown in 1903 to Ohio's coat of arms and great seal.

Positions the airplane representation above and to the left of the sun on the coat of arms, which already depicts a sheaf of wheat, arrows, Mount Logan, rising sun, Scioto River, and cultivated fields.

Updates the great seal design to incorporate the new coat of arms featuring the Wright Flyer, maintaining the seal's diameter at 2.5 inches with the coat of arms in a 1.75-inch diameter circle surrounded by "THE GREAT SEAL OF THE STATE OF OHIO."

Requires existing supplies and materials bearing the old state seal to be exhausted before new seals are purchased, and mandates replacement of other state property bearing the old seal only through ordinary business operations.

Repeals existing sections 5.04 and 5.10 of the Revised Code and replaces them with updated versions reflecting the new seal design.
