Substitute House Bill 391 Summary

• Renames the Capitol Theatre in the Vern Riffe Center for Government and the Arts in Columbus to the Speaker Jo Ann Davidson Theatre, with all existing rights, obligations, and references transferring to the renamed facility.

• Requires the Chancellor of Higher Education to create the SmartOhio Financial Literacy Pilot Program at the University of Cincinnati for the 2016-2017 school year to develop age-appropriate financial literacy curricula for students in kindergarten through eighth grade through a partnership with the Ohio Council on Economic Education and OSU Extension.

• Establishes a nine-member Task Force for Creating Opportunities for Shared Governance on Co-Located Campuses to develop a model for shared administration and services between community colleges and four-year institution branch campuses, with a November 1, 2016 deadline for submitting recommendations to state leadership.

• Appropriates $318,000 in fiscal year 2017 to support the SmartOhio Financial Literacy Pilot Program and $500,000 in fiscal year 2017 to support the Ohio Youth Entrepreneur Program at Youngstown State University, along with various other higher education funding adjustments.

• Makes additional appropriations to higher education programs including support for Eastern Gateway Community College's Energy Sector Scholarship Program, Ohio University Leadership Project, and Sinclair Community College's Customized Employee Recruitment Workforce Program.
