Establishes the Cemetery Grant Fund in the state treasury, funded by $1 of every $2.50 collected from a $3 burial permit fee charged by local registrars.

Authorizes the Director of Commerce to administer grants exclusively to owners and operators of registered non-profit cemeteries to defray costs of cemetery operation, maintenance, and personnel training.

Prohibits for-profit cemetery operators from receiving grants under the program.

Appropriates $100,000 from the Cemetery Grant Fund for fiscal year 2016 to the Department of Commerce for awarding grants under the program.

Authorizes the Director of Commerce to adjust by rule the dollar amounts transferred to the cemetery grant fund annually, based on whether burial permit fee revenues exceed the needs of the Division of Real Estate.
