Modifies voter registration cancellation procedures in Ohio Revised Code sections 3501.05 and 3503.21 to change circumstances under which registrations may be canceled

Removes automatic cancellation based on failure to respond to confirmation notices or vote within four consecutive years (which included two general federal elections)

Requires reliable evidence from the national change of address service before sending confirmation notices to voters who may have moved out of state

Restricts registration cancellation to only occur when an elector fails to respond to a confirmation notice AND fails to vote in any election during a two federal election period following the notice mailing

Adds procedural requirements for notification when registrations are canceled and allows restoration of registrations canceled in error, treating them as if they were never canceled
