Criminalizes impeding access to reproductive health care facilities, including physically obstructing entry/exit, blocking premises, following and harassing persons within 15 feet, engaging in intimidating conduct within 15 feet, or physically damaging the facility, with penalties of first-degree misdemeanor for first offense and fourth-degree felony for subsequent offenses.

Creates civil cause of action for health care facility employees subjected to harassment or intimidation, allowing recovery of actual damages, injunctive relief, declaratory relief, or statutory damages of $5,000, plus reasonable attorney's fees and costs.

Permits plaintiffs in civil actions to proceed under pseudonym upon providing affidavit asserting risk of harm, with presumption that identification poses risk of retaliatory harm; restricts disclosure of plaintiff's identity to judge, parties, attorneys, and court-authorized persons.

Presumes plaintiffs are entitled to protective orders prohibiting discovery of residential address, phone number, email address, and children's personal information, unless defendant demonstrates relevance to defense and information is discovered under seal with redactions.
