• Requires recording and notification of lease assignments for real property used for injection wells; assignments void without proper notice to property owners within 30 days.

• Establishes stricter distance requirements for injection wells (2,000 feet from occupied dwellings in urbanized areas, reduced to 1,500 feet with owner consent) compared to standard oil and gas wells.

• Creates an injection well ground water monitoring fund supported by a new 5 cents per barrel fee on all injected substances; requires ground water monitoring before and during injection well operation.

• Mandates that persons conducting brine/waste substance disposal operations obtain a permit or order from the Division of Oil and Gas Resources Management; applies retroactively to operations beginning before January 1, 2014.
