Amends Ohio's public records law (section 149.43 of the Revised Code) to add military records as a new exemption category.

Specifies that military records provided by township or municipal corporation officers/employees to their employing entity for personnel matters are not considered public records.

Classifies these military records as exemption (dd) under the definition of records that are not public records.

Applies only to records provided for personnel matters within townships or municipal corporations, not to all military records generally.
